Unlocking the HR Industry’s Potential with the Industry Manpower Plan

The Human Resource (HR) Industry Manpower Plan (IMP) was officially launched by Second Minister for Manpower Josephine Teo on 10 July 2017 at Marina Bay Sands in front of more than 1,300 HR professionals.

The HRIMP, which was announced by Manpower Minister Lim Swee Say two years ago, has been developed alongside the 23 Industry Transformation Maps that are being rolled out by the Government. The HRIMP aims to transform the HR industry so as to unlock the potential of HR professionals and businesses for future growth.

The HRIMP was developed by a Sectoral Tripartite Committee, which consulted extensively with more than 700 HR professionals and business leaders.

With the HR industry comprising 43,000 professionals, the HRIMP also seeks to change the mindset that HR departments are meant for just administrative and payroll duties.

“As the economy enters a phase of transformation, so too must industries, businesses and its workers. And in this process, their HR capabilities become very important. They have to be able to persuade the employees, help them to understand what is in store and help equip them with skills to take on new job roles or to help businesses operate in a different way,” said Second Minister Teo.

The HRIMP will focus on three key thrusts – strengthen the HR profession, enhance HR support for employers and nurture a vibrant HR services sector and eco-system.

Labour Movement to Benefit

NTUC President Mary Liew said: “To overcome new challenges, HR professionals must work closely with tripartite stakeholders to safeguard a good industrial relations climate, and find solutions together to adapt to changing industry trends, understand employees’ evolving needs and expectations, and provide better careers and development opportunities for our working people.”

NTUC Assistant Secretary-General (ASG) Patrick Tay said the Labour Movement, unions and workers will benefit from the HRIMP. He hopes that it will also be able to raise the quality of labour-management relations and tripartism.

ASG Tay said: “With better HR capabilities, be it big or small companies, we believe workers will benefit as well because with progressive workplace practices, the workers can be more engaged, better motivated and even be more productive in the workplace.”

Strengthening the HR Profession

To strengthen the HR profession, the Institute for HR Professionals (IHRP) certification was announced in October 2016. Eighty-eight HR professionals recently graduated from the pilot run.

HR professionals interested in the certification can now register with IHRP. The Ministry of Manpower (MOM) plans to certify 5,000 HR professionals over the next five years.

Also announced on 10 July 2017 was the Master Professional Certification for Chief HR Officers, who can be nominated by tripartite partners and their industry peers.

Enhanced Support for Employers

To give more support to employers, especially those from small- and medium-sized enterprises (SMEs) with limited resources, SPRING Singapore has partnered with NTUC LearningHub (LHUB) and the Chartered Institute of Personnel and Development to launch a HR Resource Portal in the fourth quarter of 2017.

The portal will help SMEs access a wide range of resources to support their HR capabilities. The resources include frameworks, checklists, guidelines, templates, videos, e-learning materials and social learning.

The portal will cover various HR functions such as compensation and benefits, employee relations, learning and development, manpower planning, performance management, and recruitment and selection.
