~ NTUC launches LearningHub Learning eXperience Platform (LXP) for
workers and companies at NTUC’s Ordinary Delegates’ Conference 2021 ~

At the National Trades Union Congress (NTUC) Ordinary Delegates’ Conference 2021 (ODC 2021) held today, NTUC, Singapore National Employers Federation (SNEF) and Ministry of Manpower (MOM) jointly affirmed their strong tripartite commitment to support workers’ training to help companies transform; and to promote the use of an online learning app. Guest-of-Honour Deputy Prime Minister and Coordinating Minister for Economic Policies Heng Swee Keat and tripartite partners also jointly launched this online learning app – the LearningHub Learning eXperience Platform (LXP), where both workers and companies can use it for training, learning and development. Workers can also use their SkillsFuture Credit and NTUC Union Training Assistance Programme (UTAP) (for union members) to offset the annual LXP subscription.
Dream. Dare. Do. – NTUC Ordinary Delegates’ Conference 2021
Almost 500 union delegates, key tripartite partners and guests attended the opening session of ODC 2021 at the Resorts World Convention Centre; while about 600 union observers and representatives from NTUC’s partners and communities; government; and employers tuned in online. They were joined by GOH Deputy Prime Minister and Coordinating Minister for Economic Policies Heng Swee Keat; Minister for Manpower Dr Tan See Leng; SNEF President Dr Robert Yap; NTUC President Mary Liew; NTUC Secretary-General Ng Chee Meng and the NTUC Central Committee.
Guided by the theme, “Dream. Dare. Do. – Act Now to Transform Our Labour Movement” at ODC 2021, our union delegates from NTUC’s affiliated unions and associations reviewed progress made to help our members and workers since the NTUC National Delegates’ Conference 2019 (NDC 2019). The union delegates discussed and determined what needs to be done further in the lead up to NDC in 2023.
At NDC 2019, our union delegates committed to ensuring that NTUC stays representative of and relevant to our members’ and workers’ aspirations, needs and concerns; and continues to bring value to them at the workplace and through their life stages. The union delegates mapped out three key innovations – Innovating Business Model, Innovating Membership Model and Innovating Training Model, with Digitalisation as an enabler, to bring our whole of Labour Movement products and services to all our members and workers.
Despite the tough challenges brought about by COVID-19, NTUC and our unions and social enterprises, pressed on with the three key innovations and other areas to help our members, workers and companies tide through this pandemic and prepare for the economic recovery.
Strong tripartite commitment to workers’ training and promote use of LXP
One key innovation that NTUC is pushing hard for is workers’ training and skills upgrading. We have been innovating our training model, for example, by leveraging the Company Training Committee platform and Training and Placement Ecosystem to support companies in their business transformation, increasing of productivity, and upgrading of jobs and skills of workers.
Before the pandemic, economic restructuring necessitated workers’ training and skills upgrading as companies change their business models and operations. During the pandemic, NTUC placed even more emphasis on workers’ training given the urgency to tackle immediate employment needs – helping displaced workers take on temporary jobs or pivot to redesigned or new jobs as our economy transforms.
A skilled workforce is central to our business and economic recovery and development. Thus, the tripartite leaders – NTUC SG, SNEF President and Minister for Manpower reaffirmed their strong tripartite commitment towards workers’ training and skills upgrading, and promoted the use of LXP by workers and companies, during ODC 2021. The tripartite partners are committed to help workers train, learn and develop new skills with the LXP; and apply their skills in tandem with industry and company transformation and innovation. A skilled and resilient workforce; an innovative business community; and a supportive Government, are key elements that are important for our economy’s recovery and development.
NTUC SG Ng shared, “I have spoken to both SNEF President and Manpower Minister and they readily commit to lending their strong support for LXP as an instrumental tool that would help workers and companies succeed in training. Today, the LXP launch marks NTUC’s commitment as a training enabler, to support workers not just in current employment but also in their employability in time to come; and to help our companies in their innovation, productivity and growth.”
In response, SNEF President Dr Yap said, “SNEF knows that many of our companies have been deeply impacted by the pandemic and other challenges. They are eager to review, rethink and reset their business strategies and operations to recover and grow. We also understand that the contributions of our workforce will be critical for the success of our businesses and economy. Therefore, SNEF fully supports NTUC’s push for workers’ skills upgrading through the LXP so that they can complement our companies’ efforts to stay nimble and navigate the troubled waters.”
Minister for Manpower Dr Tan said, “As our economy restructures and recovers from COVID-19, our workforce needs to develop the right skills to meet changing needs of industries and businesses. This requires a tripartite effort to reskill and upskill our workers. I am heartened by NTUC’s efforts to support workforce and business transformation through this new app. The MOM and Workforce Singapore will also continue to help our workers meet their career aspirations, secure quality jobs, and build a better future.”
Launch of LearningHub Learning eXperience Platform (LXP)
At ODC 2021, GOH DPM Heng, Minister for Manpower, SNEF President, NTUC President and NTUC SG, jointly launched LXP – the one-stop online learning app developed by NTUC LearningHub. The LXP is both accessible and affordable, and would meet workers and companies’ needs for timely, on-the-go and bite-sized quality content for training and upskilling. With over 75,000 courses available currently, LXP adds value to our workers’ lifelong learning and our companies’ business and workforce transformation efforts. For our workers, the value of LXP is in helping them learn new skills at their convenience; identify their personal and career development needs; and encourage a habit of lifelong learning through courses easily accessible in LXP. For our companies, they can find value by tapping on LXP’s enterprise solutions content and functionalities to assist in their Learning and Development Road mapping and implementation. LXP can also serve as the Enterprise System with learning management and talent development features.
NTUC and unions have formed Company Training Committees (CTC) with 781 companies so far and helped 130 companies embark on their Operation and Technology Roadmap (OTR) to transform their business and workforce. The LXP complements tripartite efforts in supporting workers’ upgrading and companies’ transformation.
Learn through LXP using SkillsFuture Credit and NTUC UTAP
While the LXP downloads are free-of-charge, users can gain access to LXP’s extensive library of 75,000 bite-sized courses with an annual subscription. For the general public, LXP has a subscription fee of $10 per month*, while union members are able to use the UTAP, which provides them with 50% subsidy and they pay only $5 per month*. A subscriber can use available SkillsFuture Credit to fully offset these amounts, without incurring any out-of-pocket costs.
