The Association of Certified Security Agencies (ACSA), Security Association (Singapore) (SAS) and Union of Security Employees (USE) have formed a new Council to represent stakeholders of the private security industry. The Security Industry Council (SIC) will collaborate, coordinate and advance the industry’s leadership in addressing issues in the security sector and develop standards for the betterment of the entire industry.
To ink this partnership, a memorandum of understanding (MOU) was signed between the three parties today. The signing ceremony was witnessed by National Trades Union Congress (NTUC) Secretary-General Chan Chun Sing.
The formation of the Council is a significant move for the industry as the three organisations progress towards a more collaborative approach, with the common aim of transforming the industry. To do this, the SIC will collaborate on the following:
Develop the future of the security industry
The SIC seeks to secure better security outcomes, taking into account the following:
a) Enhance productivity through increased use of technology to complement manpower;
b) Establish the security industry as a respected profession and important partner to national security; and
c) Identify skills pathways and career opportunities that lead to improved work conditions, better remuneration packages and greater work-life balance.
Engage service buyers as a critical stakeholder group
The SIC will proactively reach out to service buyers of security services, with the aim to educate and recommend professional security services and charges. The SIC will perform targeted engagements with the four key categories of services buyers – public, commercial, industrial and residential – and recommend suitable security solutions.
Develop a common resolution mechanism
The SIC will develop a defined and agreed framework to discuss and amicably resolve issues on industry development within ACSA, SAS and USE.
USE, ACSA and SAS will also leverage the SIC to resolve any issues between employees, employers and buyers regarding career progression, grievances, work safety and health and other issues that would arise from time to time.

The SIC is a significant initiative that will coordinate the efforts of the key stakeholders in the industry to meet these challenges, including facilitating the adoption of technology-powered solutions, strengthening our security agencies, shepherding meaningful consolidation of the industry, and building high-value jobs that pay well and that contribute in a real way to the security of Singapore and Singaporeans.”
