This year, civil servants will receive an end-year Annual Variable Component (AVC) of 0.65 month or $1,100, whichever is higher. In addition, all civil servants will receive a Non-Pensionable Annual Allowance of one month. Together with the mid-year AVC of 0.5 month, public servants will get a total of 1.15 month AVC for 2015.
Amidst the backdrop of a lacklustre global economy, and a downward adjustment of Singapore’s economic growth forecast to “close to 2 per cent” from earlier forecast of between 2 to 2.5 per cent, the total payout package shows the Government’s appreciation to the public service officers for their dedication and contribution.
We are also pleased to note that the Public Service Division (PSD) has paid close attention to the lower-wage officers by giving a higher amount than if the bonus is pegged to their monthly wages. This will benefit about 1,300 officers.
In conclusion, the National Trades Union Congress (NTUC) along with our affiliated public sector unions are in support of the PSD announcement. The payout package was conceived after several rounds of discussion between PSD and representatives from NTUC and the public sector unions. Moving forward, in view of continued modest economic growth, the Labour Movement and affiliated unions will continue to work closely with our partners to ensure that workers are well taken care of.
