NTUC's response to Civil Service Mid-Year Payment 2013

The Public Service Division (PSD) at the Prime Ministers Office has announced the Civil Service Mid-Year Payment for 2013, civil servants will receive a mid-year annual variable component of 0.4 month.

The Public Service Division (PSD) at the Prime Minister’s Office has announced the Civil Service Mid-Year Payment for 2013, civil servants will receive a mid-year annual variable component of 0.4 month. In addition, responding to the National Wages Council’s recommendations, Division 4 officers will get a wage increase of $70 per month, while Division 3 officers will receive a wage increase of $40 per month, over and above their normal annual increment.

The National Trades Union Congress (NTUC) and our seven affiliated civil service unions support PSD’s announcement. The Civil Service Mid-Year Payment was concluded after a series of close consultations between PSD and representatives from NTUC and the civil service unions.

Considering the Singapore economy’s reserved expansion in the first quarter, the payment fairly rewards civil servants for their dedication and contributions to the workforce and economy.

We are heartened to note that the Government has supported the Labour Movement's proposal to have a higher dollar quantum to help the low-wage workers. As there are still low wage workers in the public sector, the PSD has committed to work with the public sector unions to embark on the Progressive Wage Model to raise the skills and salaries of the lower wage workers to at least $1,000.

The NTUC and civil service unions will continue to maintain a close working relationship with the Government in the coming year so that together we can continue to raise productivity and skills, and improve efficiencies. By doing so, our civil servants can continue to benefit through better jobs and better pay.
