1    The Public Service Division (PSD) at the Prime Minister’s Office has announced the Civil Service Year-End Payment for 2011, whereby civil servants will receive a total year-end variable payment comprising the Annual Variable Component (AVC) of 0.75 month and the 13th month payment of 1 month.

2    The National Trades Union Congress (NTUC) and our eight affiliated civil service unions welcomes the Government’s announcement.

3    This year’s Civil Service Year-End Payment has again been concluded after close consultation and negotiations between PSD and representatives from NTUC and the civil service unions.

4    The payment rewards civil servants for their hard work and contributions while taking into account Singapore’s projected slower economic growth of around 5% in 2011 compared to 2010, and the higher costs of living. It is a fair payment.

5    The NTUC and public sector unions will continue to work closely with the Government to raise productivity and improve efficiencies so that civil servants can continue to look forward to better jobs and pay.

Deputy Secretary-General

Additional quotes:

Mr Ma Wei Cheng, General Secretary, Amalgamated Union of Public Employees (AUPE)

“AUPE is heartened by the settlement and welcomes the PSD’s decision for the year-end payment after taking into account the views of the civil service unions. With the slowing economy, it is encouraging to know that our employees are being recognised. We are glad that our employees’ hard work is fairly rewarded.”

Mr G Muthukumarasamy, General Secretary, Amalgamated Union of Public Daily Rated Workers (AUPDRW)

“With inflation and cost of living rising, AUPDRW is happy with the announcement of 0.75 Annual Variable Component. This will help our lower-wage workers meet their daily needs. While we are happy with the announcement, we would like to encourage our members to save as much as possible to help weather upcoming storms.”
