The Public Service Division (PSD) at the Prime Minister’s Office has announced the Civil Service Year End Payment for 2012, whereby civil servants will receive the total year-end variable payment amounting to 1.7 months which comprises the Annual Variable Component (AVC) of 0.7 month, with lower waged officers getting an AVC of at least $1,000, and the 13th month payment of one month.
The National Trades Union Congress (NTUC) and our eight affiliated civil service unions support PSD’s announcement. The Civil Service Year End Payment was concluded as a result of negotiations and careful consultations between PSD and representatives from NTUC and the civil service unions.
We are happy that the Government has supported the Labour Movement's proposal to have a higher dollar quantum to help the low-wage workers. This is also in-line with the National Wages Council's (NWC) recommendations for 2012/2013 to help low-wage workers with higher dollar quantum.
The payment rewards civil servants for their hard work and contributions while taking into account Singapore’s projected slower economic growth of around 1.5% in 2012, and the higher costs of living.
The NTUC and civil service unions will continue to maintain a close working relationship with the Government to raise productivity and skills, and improve efficiencies in the coming year so that civil servants can continue to benefit through better jobs and pay.
