The Public Service Division (PSD) at the Prime Minister’s Office has announced the Civil Service Mid-Year Payment for 2010, whereby civil servants will receive a mid-year Annual Variable Component (AVC) of 0.5 month and a one-off dollar quantum payment of $300 this July.

Taking into account Singapore’s good economic performance in the first quarter of 2010 and a positive growth forecast for the rest of the year, the National Trades Union Congress (NTUC) and our eight affiliated civil service unions[1] support the Government’s move to reward civil servants for their contributions, especially the lower wage group, with the mid-year AVC and a dollar quantum.  We welcome this year’s payment as due to the severe recession last year, civil servants were not paid any mid-year AVC and, like private sector employees, they too suffered a reduction in their total annual take home pay.

This year’s Civil Service Mid-Year Payment has been concluded after close consultation and negotiations between representatives from NTUC and the civil service unions with PSD, which also weighed uncertainties like the sovereign debt crisis in Europe against Singapore’s good economic performance when deliberating on the payment.

As we continue to ride the economic upturn, the Labour Movement will continue to work closely with our Tripartite Partners to focus on enhancing workers’ capabilities and improving productivity in the public sector so that productivity gains can be shared with our workers
