NTUC Care and Share Fund

1. The National Trades Union Congress (NTUC) has set aside a $1.6 million Care and Share fund – fully contributed by the Singapore Labour Foundation (SLF) – this year to help lower-income union members cope with the rising cost of living. Out of this $1.6 million, $1,450,000 will be in the form of $50 direct payment to Singapore Power Services to offset lower-income union members’ utility bills under the NTUC Care and Share (Utilities) offset package. The remaining $150,000 has been set aside to provide $30 NTUC Care and Share (Public Transport) vouchers for needy union members who do not have at least one family member who is a Singaporean[1].
2. In 2006, NTUC’s Care and Share Voucher scheme, worth $1.6 million and fully sponsored by SLF, consisted of a two-tiered voucher worth $80 dollars – a $50 direct payment to Singapore Power Services for utility bills and a $30 public transport voucher, which benefited about 20,000 union members and their families. This year, as the Government and the public transport operators had contributed $3 million to help alleviate lower-income Singaporeans’ transportation expenses, with $900,000 to be disbursed by the Labour Movement to lower-income union members, the larger $1,450,000 portion of the NTUC Care and Share fund has been channeled to help lower-income union members with their utilities bills through the NTUC Care and Share (Utilities) offset package. This package is targeted to benefit about 29,000 lower-income union members and their families – 9,000 families more than last year.
3. Although inflationary pressures are unavoidable, the Labour Movement can help to ease the impact of rising living costs on lower-income union members by taking some burden off their utility bills and transportation expenses. As a caring and inclusive Labour Movement, we will continue to find ways to extend our help through the Care and Share initiatives to both Singaporean and non-Singaporean union members.
Eligibility criteria for union members
4. For union members to qualify for the NTUC Care and Share (Utilities) offset package, they have to meet the following criteria:
i) household income of less than $1,800; or
ii) per capita income of not more than $500.
5. For union members to qualify for the NTUC Care and Share (Public Transport) vouchers, they have to meet the following criteria:
i) do not have at least one Singaporean in their family; and
ii) household income of less than $1,500; or
iii) per capita income of not more than $450.
Application process
[1] This includes union members who are Permanent Residents (PR) and Work Permit Holders.
