NTUC Care and Share Fund

The National Trades Union Congress (NTUC) has set aside a $1.6 million Care and Share fund fully contributed by the Singapore Labour Foundation (SLF) this year to help lower-income union members cope with the rising cost of living.

1. The National Trades Union Congress (NTUC) has set aside a $1.6 million Care and Share fund – fully contributed by the Singapore Labour Foundation (SLF) – this year to help lower-income union members cope with the rising cost of living.  Out of this $1.6 million, $1,450,000 will be in the form of $50 direct payment to Singapore Power Services to offset lower-income union members’ utility bills under the NTUC Care and Share (Utilities) offset package.  The remaining $150,000 has been set aside to provide $30 NTUC Care and Share (Public Transport) vouchers for needy union members who do not have at least one family member who is a Singaporean[1].

 

2. In 2006, NTUC’s Care and Share Voucher scheme, worth $1.6 million and fully sponsored by SLF, consisted of a two-tiered voucher worth $80 dollars – a $50 direct payment to Singapore Power Services for utility bills and a $30 public transport voucher, which benefited about 20,000 union members and their families.  This year, as the Government and the public transport operators had contributed $3 million to help alleviate lower-income Singaporeans’ transportation expenses, with $900,000 to be disbursed by the Labour Movement to lower-income union members, the larger $1,450,000 portion of the NTUC Care and Share fund has been channeled to help lower-income union members with their utilities bills through the NTUC Care and Share (Utilities) offset package.  This package is targeted to benefit about 29,000 lower-income union members and their families – 9,000 families more than last year.   

 

3. Although inflationary pressures are unavoidable, the Labour Movement can help to ease the impact of rising living costs on lower-income union members by taking some burden off their utility bills and transportation expenses.  As a caring and inclusive Labour Movement, we will continue to find ways to extend our help through the Care and Share initiatives to both Singaporean and non-Singaporean union members.

 

Eligibility criteria for union members 

 

4. For union members to qualify for the NTUC Care and Share (Utilities) offset package, they have to meet the following criteria:
i) household income of less than $1,800; or
ii)  per capita income of not more than $500.

 

5. For union members to qualify for the NTUC Care and Share (Public Transport) vouchers, they have to meet the following criteria:
i) do not have at least one Singaporean in their family; and
ii)  household income of less than $1,500; or
iii)  per capita income of not more than $450.

 

Application process

 
6. NTUC union members who are eligible for the NTUC Care and Share (Utilities) offset package can apply through their unions or through NTUC from 18 September 2007 to 28 September 2007.  There will be a separate application form for this package from that of the NTUC Care and Share (Public Transport) vouchers.  Only one application per family can be submitted for each “scheme”, i.e., a family who meets the above eligibility criteria can submit up to 2 forms - Form A and Form C, or Form B and Form C.

7. For all three forms above, Ordinary Branch union members can apply directly with the respective unions they belong to.  As for General Branch union members, they can download these forms from http://www.ntuc.org.sg.  They can also obtain the application forms from NTUC One-Stop Centre located at No. 1, Marina Boulevard, #B1-01.  Enquires may be directed to NTUC Hotline at 6213 8008.  
 
8. If the application is successful, each union member will receive a direct offset of $50 from their home utility bills for the month of November 2007.  For the public transport vouchers disbursed by NTUC (including both the Public Transport Vouchers and the NTUC Care and Share (Public Transport) vouchers), successful applicants will receive these vouchers from 1 November 2007 onwards from their respective unions or the NTUC Customer Service Centre, depending on where they had applied to.  All applicants will be informed of the outcome by their respective unions or the NTUC Customer Service Centre.
