The Migrant Workers’ Centre (MWC) was alerted to the conviction of Harri Construction and Maintenance Pte Ltd and several other business entities carrying the ‘Harri’ name, for 16 counts of providing unacceptable housing to migrant workers, among other offences.

Following two surprise visits conducted by the MWC in November 2014, authorities were alerted to the unsatisfactory housing condition and began investigations. The MWC is heartened that stern actions have since been taken against the offenders.

Moving forward, the MWC is committed to deepen the partnership between MWC, the authorities and the dormitory industry association to further raise awareness of migrant worker housing and accommodation standards among workers, employers and at the national level. On top of that, we want to engage dormitory industry players in a concerted push to raise migrant worker accommodation standards and collectively weed out sub-standard housing by errant and profiteering operators.

As part of this combined efforts, we will increase community policing at the various migrant workers housing facilities. The MWC also stands ready to facilitate any community-based efforts to detect and surface ongoing housing malpractices. We are partnering authorities to showcase migrant workers housing best practices, particularly in the smaller, factory-converted dormitory sector, for dormitory operators to model after.

Under the Singapore legislation, it is the duty of employers of work permit holders to provide safe, sanitary and proper accommodations to their workers. Failure to meet these requirements can result in possible criminal prosecution and severe penalties.

Migrant workers or members of the public who wish to seek help, make enquiries or complaints regarding the employment of migrant workers can call the MWC’s 24-hour helpline at 6536 2692 to find out more.
