MOM Reveals Representatives of the Tripartite Workgroup on Lower-Wage Workers

The workgroup will look into ways they can push for higher salaries and better welfare for low-wage workers.

The Tripartite Workgroup on Lower-Wage Workers (TWG-LWW) has been formed to explore measures to uplift the wages and wellbeing of lower-wage workers.

Senior Minister of State for Manpower Zaqy Mohamad announced the workgroup on 30 October 2020 during a company visit to DBS at Marina Bay Financial Centre.

The workgroup was initiated by Manpower Minister Josephine Teo, NTUC Secretary-General Ng Chee Meng and Singapore National Employers Federation (SNEF) President Robert Yap on 11 October 2020.

The three leaders will also be acting as advisors to the workgroup.

“We aim to further the work that the Government has done to uplift low-wage workers,” said Mr Zaqy, who will be chairing the workgroup.

The workgroup’s terms of teference are to propose interventions and mechanisms that will:

  • ensure wage growth, in sectors where the Progressive Wage Model (PWM) is mandatory, continue to outpace the median wage growth;
  • increase the number of lower-wage workers covered by PWM;
  • offer progressive wages in occupations not covered by PWM;
  • recognise and promote robust societal support for firms paying progressive wages; and
  • advance the wellbeing of lower-wage workers.
