The Singapore Shell Employees’ Union (SSEU) has partnered with Shell to set up a Joint Capability Council (JCC) to spur the transformation of Shell’s employees into Workers 4.01 through training and upskilling. This is in line with the company’s plan to repurpose its core business and its aim to cut its own CO2 emissions in Singapore by about a third within a decade . The JCC will support training plans benefiting about 1,2503 employees across all businesses in Shell, complementing Shell’s existing global learning programmes for all employees.
The JCC comprises management representatives from Shell and union leaders from SSEU, with both parties partnering to provide a ground-up approach to jointly identify and equip employees with relevant skills for the future. This initiative, amongst others, will complement Shell’s digitalisation efforts in pivoting its manufacturing business into new, low-carbon value chains. The JCC builds on existing learning programmes by further addressing training gaps and helping employees develop competencies that will equip them for future opportunities. This will help the workforce stay relevant and resilient through change. For a start, the JCC will see SSEU and Shell working together to develop courses for the employees in areas such as adaptive skills, digital literacy and data analytics. The first phase of the initiative will see training programmes offered to more than 500 process and maintenance technicians.
This commitment was cemented with the signing of a Memorandum of Understanding between both parties on 30 November 2020. The signing was witnessed by SSEU Advisor Dr Vivian Balakrishnan, who is also Minister for Foreign Affairs. Along with the National Trades Union Congress (NTUC) Secretary-General Ng Chee Meng, Dr Vivian also toured Shell’s facilities at Pulau Bukom and engaged with the employees working there.
SSEU General Secretary Mr Munirman Abdul Manaf said, “The Singapore Shell Employees’ Union is committed to helping our workers upskill and build new competencies. The JCC is a timely initiative in view of the digitalisation trend and Shell’s transformation plans. With the set up of the JCC, the Union will continue to work closely with the management to drive efforts in training and help our workers to remain gainfully employed.”
Chairman of Shell Companies in Singapore Aw Kah Peng said, “As we repurpose our business to navigate change through the energy transition, Shell is also strengthening the culture of a ‘learner mindset’ across our organisation. This will help us to innovate and not be afraid to try new things, learn together from challenges and successes, and collectively achieve better outcomes and performance. We had earlier launched the UpSkill ShellSG initiative, and the launch of the JCC today is a step further for our employees, preparing them to be resilient and future-ready.”
NTUC Secretary-General Mr Ng Chee Meng said, “The Joint Capability Council is an important step by the Union and Shell to look into the upskilling needs of workers and keep them relevant. With this, they can have a formal structure to enable continuous learning to future proof themselves. The JCC will make a real difference in enhancing their job security and securing better work prospects in the medium- to long-term. With COVID-19 and rapid business changes towards Industry 4.0, it is doubly important that our workers can upgrade to Worker 4.0 to ride the Industry 4.0 opportunities. This must be the formula going forward.”
