The Tripartite Cluster for Landscape Industry (TCL) recommended enhancements to the sector’s Progressive Wage Model (PWM) last November.
One of enhancements included landscape workers getting an annual PWM Bonus in 2020. An estimated 3,000 resident landscape workers will benefit from this.
How would a landscape maintenance worker know if he is one of those who qualify for a PWM Bonus?
On 3 July 2019, the TCL spelt out the details of the implementation of the bonus.
In summary, all Singaporean and permanent resident (PR) maintenance workers will qualify, if they have worked for the same employer for at least 12 months.
However, this one-year condition won’t apply if something happens that is beyond their control, such as if there is a change of service provider.
Part-time workers will also qualify, but the bonus will be paid on a pro-rated basis.
A landscape worker will get at least two weeks of his basic monthly salary as a PWM Bonus. And this must be reflected on his payslip. It will also be subjected to CPF contributions by the worker and the employer.
Let’s say a worker is already receiving a form of variable bonus. Will he get more?
If a worker is already receiving a variable bonus of two weeks of his basic salary or more in a year, his employer would have already complied with the PWM bonus requirement.
However, if the worker is receiving less than two weeks of his monthly salary as a bonus, then the employer must raise that amount to at least two weeks.
And finally, this bonus must be paid at least once a year, but not more than twice a year.
