NTUC’s Training Committee unveils a Worker 4.0 Digital Readiness Certificate to help technicians and associate professionals transform.

NTUC’s Training Executive Committee has unveiled its first initiative to equip workers with the relevant digital knowledge, skillsets and confidence to cope with changes in the workplace.

Dubbed the Worker 4.0 Digital Readiness Certificate, the programme is targeted at technicians and associate professionals (TAPs) across all manufacturing industries.

Launched by NTUC Deputy Secretary-General Koh Poh Koon at the inaugural Aerospace Engineering Week on 10 April 2019, the certification is a collaboration between NTUC, NTUC’s e2i (Employment and Employability Institute), the Institute of Technical Education (ITE), NTUC LearningHub (LHUB) and SkillsFuture Singapore (SSG).

“This certificate is also one of the first key initiatives under NTUC’s Training Executive Committee, and it will be the core engine to empower TAPs in the advanced manufacturing sector, which includes the Aerospace sector, to be digitally ready as their companies and industries move towards industry 4.0,” said Mr Koh.


With the launch of the programme, NTUC Aerospace Cluster committed their support for the Worker 4.0 Digital Readiness Certificate by signing a memorandum of understanding with e2i, ITE, LHUB and SSG. Some 1,000 workers are expected to benefit from the programme.

More Access to Learning

To facilitate learning, the Worker 4.0 Digital Readiness Certificate adopts a blended learning approach. Lessons will be taught in modules and will take place both online and offline through the NTUC U Leap mobile app and classroom-based sessions.

The initiative consists three Digital Readiness Tracks: Technical, Emerging Technologies, and Coding & Software.

The first focuses on hands-on training in digital equipment and devices, the second  facilitates the understanding of new technologies and their application, while the third  covers basic software and programming skills.

For each of the three tracks, a participant must complete at least three modules to receive a certificate. To attain the full Worker 4.0 Digital Readiness Certificate, participants must complete at all three Digital Readiness Tracks and two additional foundation modules.
